WHO IS SHE?
Victoria G. Wilburn, DHSc., OTR, CLT, FAOTA is a nationally recognized scholar focused on improving healthcare access through community partnerships.
Her professional excellence has been recognized with honors including Occupational Therapist of the Year, Fellow of the American Occupational Therapy Association, and induction into the Indiana Latino Leadership Circle. Her broader leadership has been acknowledged by Boston University, the Indiana University Office of Women, and the White House.
She is a member of NewDEAL — Developing Exceptional American Leaders — a network of the country's most prominent center-left thought leaders. In 2021, she testified before Congress as a national expert on the healthcare workforce. Since 2022, Dr. Wilburn has served as a State Representative in the Indiana General Assembly, where she has received multiple awards for advancing nationally recognized mental health and disability policy.

As a freshman legislator, Dr. Garcia Wilburn wasted no time getting results: she passed Public Law 139, bringing statewide mental health and resiliency training to public safety professionals, and co-authored Indiana's Reasonable Childhood Independence Law, which stops parents from being investigated for neglect simply for letting their kids walk to a friend's house or play outside unsupervised. She went on to author House Bill 1036, requiring an in-person DCS visit before a child welfare case can be closed, and co-authored legislation expanding Hoosiers' access to primary care and strengthening hospital payment transparency. Now serving as a ranking member, she carries that same instinct for practical results into a position of greater influence, drawing on her clinical training, her record in the Statehouse, and the grit that took a first-generation, working-class kid from the Chicago suburbs all the way to the Indiana General Assembly. Her goal is straightforward: to keep using that experience to build an Indiana she's proud to raise her own kids in.
