About Victoria

Victoria Garcia Wilburn is a wife, mother, and lifelong Hoosier running for State Representative in House District 32. She is an Associate Professor and Program Director at IU Indianapolis, where she teaches and mentors the next generation of professionals in our community.

At the Statehouse, Victoria currently serves as Ranking Minority Member on the House Judiciary Committee. Her husband Chris is a retired law enforcement officer, and faith has been a cornerstone of her family's life.

No. Before serving at the Statehouse, Victoria built her career as an educator and academic professional. She came to public service because she saw real issues affecting families in our communities and wanted to do something about it. Her professional background is in higher education, not politics.

House District 32 includes communities in Fishers, Carmel, Nora, and Noblesville, as well as a portion of northern Marion County north of 86th Street between College Avenue and Allisonville Road — a district made up of working families, small business owners, parents, and longtime Hamilton County residents.

Where Victoria Stands

Victoria is focused on three things that come up in nearly every conversation she has with neighbors: protecting women's health and reproductive rights, making life more affordable for working families, and keeping our communities safe.

She believes good governance starts by listening to the people who actually have to live with the decisions made at the Statehouse.

Victoria believes these decisions belong to women, their families, and their doctors. Period. She has fought at the Statehouse against government overreach into deeply personal medical decisions and she will continue to do so.

As a woman of faith and a mother, Victoria understands that protecting women's health and honoring life are not in conflict. She trusts Hoosier women to make the right choices for themselves and their families.

Victoria hears the same concerns from families all across Hamilton County. Grocery bills are up. Childcare costs are crushing. Housing is harder to afford than it used to be. Health care is still out of reach for too many people.

She believes Indiana can do better — standing up for policies that help working families keep more of what they earn, rather than asking them to absorb costs that should be shared more fairly.

Safe communities are something Victoria takes personally. Her husband Chris dedicated his career to law enforcement, and she has seen firsthand the sacrifices officers and their families make every day.

She supports strong, well-resourced public safety institutions and believes keeping families safe requires both good policing and the community investments that prevent crime from taking hold in the first place.

Victoria serves as Ranking Minority Member on the House Judiciary Committee, where she has worked to hold the majority accountable on issues ranging from civil rights to child welfare. She was a leading voice for DCS reform, working across the aisle to improve how Indiana's child welfare system serves the most vulnerable kids in our state.

She shows up, she does the work, and she reports back to her constituents. That is the job, and she takes it seriously.

Values and Faith

Faith has always been part of how Victoria moves through the world. It shapes her commitment to service, her respect for the dignity of every person she encounters, and her belief that we are called to care for one another.

At the Statehouse, that means showing up for neighbors who are struggling, listening before speaking, and working toward solutions that reflect the kind of community we all want to live in.

Yes. Victoria's work on child welfare reform is a clear example. She built relationships across party lines to push for meaningful improvements to Indiana's DCS system because kids don't care what letter is next to a legislator's name.

She believes most Hoosiers are more interested in results than rhetoric. That is how she approaches every issue she works on.
