House Bill 1036 was written in memory of Kinsleigh Welty, a five-year-old Indianapolis girl who died after her case with the Department of Child Services had already been closed. Rep. Garcia Wilburn authored the bill to close that gap: it requires DCS caseworkers to see a child in person before closing or discharging their case, so no child falls through the cracks of the system meant to protect them.

The bill passed the Indiana House unanimously and was signed into law in 2026. It reflects Victoria's ongoing commitment to Hoosier kids and families, building on her broader record in the Family and Children's Committee to make sure our state's child welfare system actually works for the children it serves.

House Bill 1167 removed drug test strips and similar harm-reduction tools from Indiana's criminal paraphernalia statute, so Hoosiers who carry fentanyl test strips to protect themselves or a loved one from an overdose can't be prosecuted for it. Rep. Garcia Wilburn coauthored the bill, bringing her background as a public health professional to a growing crisis in our communities.

The bill passed with overwhelming bipartisan support and earned backing from the ACLU of Indiana, becoming law in 2025. It's a clear example of Victoria's approach to public health policy: practical, evidence-based solutions that save lives without getting caught up in partisan gridlock.

House Bill 1321 was Victoria's first bill to become law. It passed nearly unanimously in her very first year in office. It requires Indiana's law enforcement training board to set minimum standards for mental health and wellness training for police officers, and extends similar protections to firefighters and other first responders, with flexibility for smaller departments to deliver the training virtually.

Signed into law in 2023, HB 1321 set the foundation for Victoria's continued work supporting the people who keep our communities safe, work she has built on in subsequent sessions with additional legislation protecting first responders on and off the job.
